The Ministry of Education is Top Public-Sector Employer of Choice
Rest of Top 5 Public-Sector Employers of Choice sees significant movement

(Singapore, 2 October 2014) According to the latest JobsCentral Employers of Choice (EOC) Survey results, the rankings for fresh graduates and undergraduates’ Public-Sector Employers of Choice saw significant changes.

The Ministry of Education rose to top spot this year from seventh place last year (back from second place in 2012), while the Singapore Tourism Board (dropping from third place in 2012 to sixth last year and rising to second place this year) and Health Promotion Board (fourteenth in 2012 and last year and rising to fifth this year) also saw significant gains in their Employer of Choice rankings.

In contrast, this year’s Private-Sector Employers of Choice are largely unchanged from last year. Popular front-runners Google, Singapore Airlines and Apple all kept their places, while new-entrant to the Private-Sector rankings Changi Airport Group made its debut at fourth place.

Important Ideal Job Attributes

The qualities that fresh graduates would value in a Public-Sector Ideal Job are different from those they would value in a Private-Sector Ideal Job.

Respondents favouring a Private-Sector position valued Advancement opportunities and Salary as the most important and second-most important attribute respectively. Respondents who favoured a Public-Sector position valued Good relations with colleagues and Good relations with management as first and second respectively.


Important Attributes of an Ideal Job

Jessica Ang, Director, Strategic Marketing at CareerBuilder Singapore, explains, “The factors that attract entry-level jobseekers to Employers of Choice, whether it’s for Public- or PrivateSector positions, are universal – starting salary and opportunities for career advancement.

“On the other hand, Ideal Job factors (such as co-worker relationships and work-life balance) tend to reflect an individual’s personal priorities in the workplace, rather than the values of the organisation or even the Sector.

“These ‘push’ and ‘pull’ factors will ultimately determine whether fresh graduates continue to stay on in their role. Applicants who thus gravitate toward Private-Sector positions arguably prioritise salary and career advancement as key retaining factors. On the other hand, applicants drawn to Public-Sector positions might place the same emphasis on maintaining good all-round working relationships with both their peers and superiors.

The annual JobsCentral Employers of Choice (EOC) Survey aims to measure the career expectations and preferences of entry-level jobseekers (fresh graduates and undergraduates). These can be broadly encapsulated in two categories:

  •  What makes an Employer of Choice – factors that influence the perceived overall attractiveness of an employer. This includes the potential for career progression, working culture/ environment, brand name/recognition and other easily-visible factors. 
  • What makes an Ideal Job – important attributes that employees value in their individual roles (and indirectly encourage them to remain with their employer). These include the actual opportunities for career progression, salary, relations with both peers and superiors, etc.

A total of 2,321 respondents took the 2014 JobsCentral EOC Survey, which was conducted online from April to June this year. The respondent groups targeted for this survey consisted of:

  • Current Full-time Undergraduates OR;
  • Graduates who have graduated no longer than 3 years ago (2012 to 2014)
